	Vacancy Type: Work Experience: Age: JOB TYPE: Consultancy for Project Evaluation PROGRAMME: Project under FDD REPORTING TO: Country Manager, cambodia Office LOCATION: Pursat, cambodia DURATION: Seven (7) days of work DATES: March 22, 2010 to April 30, 2010 Oxfam Québec (OQ) is a Canadian non-governmental organization member of Oxfam International Confederation working in cambodia for more than 10 years. Through its FDD budget it seeks to provide financial and technical assistance to locally initiated project. In January 2009, Oxfam Quebec, in partnership with a local partner, worked with village committees and community leaders to establish and identify needs in both Svay Ath and Dangkeab Kdam villages in Pursat province and managed the construction of a spillway crossing the irrigation canal dividing the two villages. The Spillway project was expected to provide better water source and access, both in term of quantity and year round availability, to villagers of 292 families in both villages who have long been facing severe water shortages and irregularity, especially in the dry season. The second expected benefit from the spillway is to connect the two community roads on both sides of the canal which on one way serve as a mean to enhance closer and more frequent contacts between the two communities and sense of common ownership and responsibilities to the two community roads connecting to the national road # 5. To improve its understanding for future project support, Oxfam Quebec is seeking to hire a qualified consultant to conduct an evaluation exercise that aims to generate knowledge about our partner''s experience, practices and lessons learnt in implementing the Spillway project within the context of cambodia ’s efforts to increase access to and efficient/productive of use of water and land resources to improve the livelihood options of poor rural farmers and the possibilities of enlarging the spheres of women’s participation in decision making at household and community level.

	- Post graduate qualification (Masters Level) - Research methodology background - Experience in designing and carrying out evaluations - Ability to identify and evaluate problems, to determine appropriate approaches and to propose solutions/recommendations - Effective interpersonal skills - Good oral communication skills in both Khmer and English - Strong analytical skills and aspiration for high quality deliverables - Ability to convey ideas, concepts, and results effectively in writing in English; and - Sound judgment and reliability
