Job Description

The United Nations Children's Fund (UNICEF), Cambodia Country Office, is seeking to hire a qualified Consultant for the Mapping of Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) Functions in Cambodia within the framework of Cambodia’s decentralization reform.
- Finalize the methodology and develop a work plan
In consultation with MoSVY and UNICEF, recruit a national consultant to provide administrative support throughout the consultancy
- Conduct a desk review of relevant documents in the area of Decentralization and Deconcentration (D&D) and social welfare sector in Cambodia
- Support the Ministry of Social Affairs, Veterans and Youth Rehabilitation’s (MoSVY) D&D working group in identifying and mapping of functions through a desk review of legal and other relevant documents
- Support the Ministry of Social Affairs, Veterans and Youth Rehabilitation’s (MoSVY) D&D working group in conducting field ‘Reality Checks’ and stakeholder consultations on the identified functions
- Identify potential new functions and possible opportunities and/or constraints for the future review of functions
- Develop a ‘final map’ of functions based on the desk review and conducted (field) consultations
- Conduct a consultative workshop presenting initial findings for the stakeholders
- Produce the final report, including lessons learned from this exercise

Jobs Requirement

- MINIMUM QUALIFICATIONS AND EXPERIENCE
- Advanced university degree in a relevant field of tasks (Law, Public Administration, Social Policy)
- At least 10 years experience working with public administration/decentralization reform, preferably with experience in strategic planning and within the Cambodian context
- Specific sector experience an advantage
- Fluency in English required
- COMPETENCIES REQUIRED
- Demonstrated capacity to identify and involve stakeholders in participatory policy exercises
