World Vision is an international partnership of Christians whose mission is to follow our Lord and Saviour Jesus Christ in working with the poor and oppressed to promote human transformation, seek justice and bear witness to the good news of the Kingdom of God. Our Cambodia Office is seeking for qualified a Cambodian national to fill vacant position of Operations Manager for Kampong Thom Operations, Kampong Thom Province.
Salary: 850 USD plus Competitive benefits
I. THE PURPOSE OF THE POSITION
- To provide overall leadership and management to cluster offices and ADPs within the assigned operations area.
- To lead and develop a team of competent Cambodian staff, to be able to provide strong leadership and management to their own area.
- To Lead ADP managers in developing ADP design, planning, monitoring and evaluation with LEAP compliance.
- To facilitate the integration of sector interventions into ADPs in collaboration with SOMs, Sector Program Managers and LEAP department.
II. MAJOR RESPONSIBILITIES
A. Leadership:
- Shared Leadership (WVC). Attend and participate in any Operations Managers Meetings and ADP Leaders’ Forums;
- Shared Leadership (Zone). Actively participate the local leadership team in the Zone
- Regularly Facilitate Local Management Team. Be a chair of the local management team; ensure that a relevant issue has been solved in the local management team.
- Facilitate the internalization of World Vision Cambodia’s (WVC) vision, mission and strategic directions by all staff in the assigned Operations area. Do the same with World Vision International’s mission and core values.
- Christian Impact. Encourage the authentic expression of Christian Witness through the holistic ministry of staff. Attend, participate in and sometimes lead daily and weekly Christian devotional meetings, annual staff retreat, the annual Day of Prayer and other similar activities. Maintain good relationships with local churches and organizations working with the church. Where appropriate, pursue opportunities to support the development of the local church as a partner in holistic ministry with the poor and vulnerable.
B. Management:
- Stewardship. Ensure that all resources that are directed to and existing in all projects within the operations are used in a wise and effective manner, recognizing that resources are not just financial, but are also human and environmental.
- Monitoring (financial). Approve project and department expenditures, journal entries and contracts based on the approved Level of Authority. Monitor and evaluate budgeted and actual expenditures with any project managers and responsible Finance Officer on a monthly basis. Assist responsible Finance Officer with year-end closing procedures.
- Reporting. Oversee high quality, timely preparation of quarterly, annual and end of project reports as required by World Vision, government donors, and other interested bodies. Prepare project/program information and articles required.
- Funding. Actively search out funding opportunities that will add value to WVC’s ministry in the assigned Operations area; lead in the preparation of grant proposals to major donors, when necessary, with the assistance of relevant project managers, programme managers, Programme Development Department and the Senior Operations Managers; work to ensure the assigned Operations area maintains adequate funding resources.
- Assist direct reports to develop and revise Annual Plans of Action and annual budgets (and for the Mid Year Budget Review) for any WVC projects that are established in the Operations area;
- Provide effective coordination between ADPs in the assigned Operations area and other departments within WVC on issues relating to budgets, funding, financial administration, sponsorship, human resources, and operations systems and procedures;
- Administration. Provide support to Admin. officer, ensure the security guidelines and precautions are followed, ensure the policies in the National Staff Manual are fairly and appropriately applied.
- Finance Department. Provide support to any appointed Finance Officer, ensure policies and guidelines in the Stewardship Manual are fairly and appropriately applied. Ensure that financial reports are distributed on time to appropriate stakeholders.
- Customer Relations Service. Provide support and supervision to ensure all child sponsorship related activities are completed efficiently when introduced; and plan strategically for CIP growth to ensure the continued sustainability of the project funding; ensure high quality Child Annual Progress reports, CIP management and implementation and monitoring of any relevant sponsorship standards.
C. Staff Development:
- Team building. Build an operations team of committed, skilled, and professional staff that are focused on achieving meaningful transformational development.
- Staff Capacity Building. Oversee any project and department staff training and development opportunities, and complete annual Performance and Development appraisals for any project and department managers. Ensure a learning environment in which the spiritual nurture, professional development and personal growth of staff are regarded as priorities;
D. Programme Quality:
- Quality Ministry. Ensure that the projects and departments within the operations are implementing high quality, best-practice projects that are focused on the best interests of children.
- Program Design. Initiate, in consultation with the ADP managers and LEAP team, community needs assessments, project design, planning, implementation, monitoring, evaluation and reporting as required; Complete (and revise when necessary) the five-year (or other period) project design, including community needs assessments, project design, planning, implementation, monitoring, evaluation and reporting;
- Monitoring (operations). Continually monitor the implementation of projects to ensure that the project systems and staff are working to achieve the project goals and objectives and that World Vision and donor accountability standards are maintained;
- Transformational Development Indicators. Ensure that progress is demonstrated over time in the key sectors in which the ADPs are working and that are measured through Transformational Development Indicators. Facilitate the measurement of the TDIs within the operations areas on a regular basis and ensure that TDIs are linked to project baselines and evaluations.
- Evaluation. Implement project evaluations with assistance of relevant project managers, government donors and Support Offices. Assist with internal and external audits and ensure that responses to audits are submitted in a timely manner.
E. Integration and Partner with stakeholders:
- Internal coordination and relationships within WV Cambodia: Develop mutually supportive relationships with other departments, programmes and staff in World Vision Cambodia, and actively work with them to facilitate effective management and programming. Seek to work collaboratively for maximum impact whenever possible. Nurture especially close and positive relations with the other OMs to ensure consistency, land learning. Work closely with LEAP and Sector Programmes, especially where sector projects are implemented in the assigned operations.
- Donor Relations. Compile professional and high quality management reports for major donors in a timely manner, meeting donor-reporting requirements. Ensure that all reports are highly accurate, comprehensive, well documented, and will ensure the credibility of the project. Host any donor visits that are required;
- Government Relations. Develop and maintain excellent relations with the province and district government departments relevant to the project, district and commune officials, community leaders and village and commune development committee leaders in the project target areas. Represent World Vision at government and inter-agency meetings and workshops;
- Partner Agency and NGO Relations. Maintain good relationships and actively seek formal partnerships with other International and Khmer NGOs and UN agencies working in the ADP area; Maintain good relationships with other WVC projects;
- Actively network and co-operate with appropriate organizations, agencies and individuals for advocacy and improved impact at project level;
F. General:
- Visit ADP projects, communities and ADP offices and teams frequently for the purposes of: regular interaction with boys and girls, women and men within families and communities, with the local people’s organizations, with frontline WV staff, and ADP Managers.
- Child Protection. Ensure that the ADPs priorities child protection in all ADPs and sponsorship procedures and systems.
- OM - Planning, management, budgeting and reporting:
- Prepare, review and submit to the Senior Operations Manager annual plan of action, annual budgets and monthly management reports for the OM role and unit.
- Meet with the Senior Operations Manager regularly for support and updates, and for quarterly coaching and annual performance appraisal reviews.
- Plan, pursue and seek support for continued personal, professional and spiritual development for oneself.
- Undertake other duties as reasonably assigned by Senior Operations Manager or Operations Director.
Jobs Requirement
- Must be a mature, committed Christian
- At least three years experience of community development project management; familiarity with World Vision Cambodia systems and structures;
- Can demonstrate your experience in programme or project design, implementation, monitoring, evaluation and report writing;
- Have experience of supervising staff and/or evidence of leadership skills;
- Have good spoken and written English language skills, excellent in Khmer;
- Have completed secondary education, or have a university degree in a related field (this is considered an advantage);
- Have good interpersonal and communications skills;
- Are aware of and committed to the Vision, Mission and Core Values of Word Vision;
- Can and have experience of working cross-culturally;
- Are computer literate, with confidence and ability in MS Word, Excel, e-mail and other PC applications;
- Must be a Cambodian National.
