Job Description

  -Oversee the full scope of human resources. Direct staff in the areas of: organizational structure, recruitment, compensation, employee database maintenance, payroll, benefits administration, employee relations, performance management, health and safety, training and development, and company policy/procedure development.
-Contribute significantly to the achievement of the Group objectives through the development and implementation of HR strategies, policies and procedures.
-Plan, organize, direct, coordinate the Group HR’s work plan; assign projects and programmatic responsibilities; review and evaluate work methods and procedures; meet with staff to identify and resolve problems.
-Manage the development and implementation of Group HR’s goals, objectives, policies and priorities for each function.
-Provide advices and services in the proper interpretation of personnel and labor relations and policies in Cambodia
-Oversee and direct the development of the departmental budget and control expenses
-Develop and implement a fair and competitive compensation and reward policy based on the Group’s objectives, external benchmarking exercises, the performance evaluation analysis, market trend, economy, etc.
-Design and develop training and development function, ensure training strategy is being implemented effectively and meet personal, professional, and organizational needs
-Responsible for proactive communication with Senior Executives on the talent management and development to ensure attrition for top talent and employee turnover at all locations is at the minimum
-Manage the manpower planning exercise which should be in line with the business goals and achieve cost effective and ensuring optimization of resources for all functions
-Provide advisory and consultative service on workforce planning, resource reallocation, organization redesign, organizational development, talent assessment, recruitment, employee relations and change management to the Senior Executives
-Report to the C-suites and providing pragmatic high-level advice to the management/Board on all HR related issues
-Carry out such other duties and responsibilities as are consistent with the role.

Job Requirements

  -University graduate in related human resources discipline or equivalent education
-Minimum 5 years’ experience in Human Resources and at least five years of management experience
-Deeply knowledge about the design of work systems in which people succeed and contribute.
-Outstanding commercial and strategic business insight
-Strong management development experience in leadership development, succession planning, management coaching and performance management
-Strong ability to consult and assess needs of an organization; serve as a strategic problem solver and make recommendations for various interventions and solutions
-Strong influencing skills as well as consulting capabilities
-Excellent interpersonal and communication skills including the ability to develop credibility and sustain strong working relationships at all organizational levels
-Strong organizational, time-management, analytical and decision-making skills in order to efficiently evaluate, plan and accomplish work goals
