Job Description

• Development, and update the Implementation of HR Strategies, Policies, Systems, and Plans:
o Design, operate, coordinate, and monitor operational systems, and managing necessary people, and functions of implement the approved policies;
• Planning and Staffing of Human Resource Needs:
o Establish standard recruiting, and placement practices procedures as suggested and directed by executive committees;
o Ensure an appropriate level of human resource standard to meet the procedure and anticipated business needs of Smiling Gecko Cambodia;
• Management and Development Staff of Performance:
o Review, develop and implement effective staff performance management system, aligned with guidelines, policies; train line managers and provide advice and support for performance management issues;
o Implement a training and development process to ensure that appropriate development needs are met on a timely and cost-effective basis;
• Develop Effective Employee Relations Program:
o Communicate staff policies across the organization;
o Review and revise salary structure, pay policies, employee benefit programs, and security, safety and health program;
• Other tasks with HR related:
o Maintain current knowledge and understanding of regulations, laws, industry trends, practices, and developments regarding People Operations that may affect to Smiling Gecko Cambodia and advise management and employees accordingly;
o Perform other duties as assigned by supervisors.
• Compliance:
o Manage relationships with Ministries, local authorities, and stakeholders to ensure that reporting and registration requirements are met
o Take the lead on keeping up to date with new national laws and policies that SGC needs to follow (e.g. tax regulations, social security, etc) and provide information and recommendations to Core Management Team on how we should implement
o Be the main representative of SGC within alliance, and use this network to help SGC improve
o Ensure SGC has all relevant insurance (health, fire, liability etc) in place and up to date
o Be the central coordinator of the Child Protection policy
• Professional and smooth working office environment:
o Manage the office and admin support teams, including security and cleaning (across all SGC offices)
o Make sure all SGC offices have a friendly and welcoming environment for staff and guests
o Ensure any problems with facilities are repaired quickly and efficiently and that all staff have the equipment they need to do their jobs
o Ensure admin team keeps clear and accurate filing systems
o Supervise contracts with outside suppliers e.g. IT, internet, phone, and repairing, etc.
o Regularly review “internal controls” document and ensure that all staff understand and are aware about the processes
o Keep track of SGC fixed assets and inventory
o Record letter in and out
• Internal communication:
o Lead coordination of activities such as staff retreat, new year celebration, other events, etc.
o Play an active role in ensuring good communication and a healthy working environment within the SGC team
o Support managers to coordinate training and workshops
o Facilitate processes between teams
o Participate in regular team and management meetings

Job Requirements

• Required:
o Degree in HRM, Laws, BBA/MBA or related field
o Minimum 3-5 year of experience on People Operations (Human Resources) and Administration work, at least 1 year of experience as a senior manager
o General knowledge of the principles and practices of Human Resources Administration
o Outstanding interpersonal relationship building and employee coaching skills with admin affairs
o Demonstrated ability to provide follow up on a timely basis and keep stakeholders informed of status of organization
o Experience in developing and implementing process improvements with creativity
o Ability to maintain the highly confidential nature of human resources work and protocols
o Ability to work independently, under pressure, and tight deadlines
o Strong reasoning, decision-making, and sound judgment
o Understanding of labor law, and other applicable rules and regulations in Cambodia
o Strong managerial and leadership skills
o Proven integrity and character, especially in the stewardship of resources, transparency and accountability
o Strong verbal and written communication skills in English
o Proven track record of achieving results
o Willing to travel and work in the field from Mon-Fri (Kampong Chhnang)
o Computer literate: MS Word, Excel, Power Point, and any HR Management database as well as protocols and office management
• Preferred:
o Advanced degree in a field, i.e. MBA, Human Resource Management, etc.
o Good facilitation and negotiation skills
o Cross-cultural working exposure
o Ability to integrate learning opportunities with day-to-day work

About Smiling Gecko Cambodia:
In 2014, Smiling Gecko Cambodia (SGC) was officially registered as a local NGO in Cambodia. SGC is legally independent of Smiling Gecko Switzerland. Following its mission of «Cambodians help Cambodians», the organization provides direct aid to disadvantaged people in the country, supporting local job initiatives and promoting self-help among the rural population. Apart from providing direct aid and supporting other NGOs, Smiling Gecko, thus, focuses on fighting the causes of poverty and helping people to help themselves. To this end, SGC launched a project on a previously acquired site to the North of Phnom Penh whose objective is to provide several thousand Cambodians with future job training and a regular income in the sectors of agriculture, tourism, industry, and trade. In future, the proceeds are intended to cover the operating costs of the innovative pilot school, which is also part of the cluster and provides education to nearly 1,000 children (from preschool to senior high school).
