I. PURPOSE OF POSITION:
This position is primarily responsible for the overall coordination of the Operation accounting and financial reporting functions. It shall ensure compliance with Field Financial Manual (FFM), Stewardship Manual (STW) and other organizational policies issued from time to time to promote good stewardship of funds and resources.
This position is responsible to provide financial and management advice & services to the Operations Manager and Project Managers in ensuring efficient functioning of internal controls and procedures, cash management, security of assets and funds financial accounting, reporting and budget preparation. In addition, this position is also responsible to provide technical supervision, guidance and leadership to staff directly under his supervision. It shall work in close coordination with the Notional Office Finance Department for organizational directives, budget information, reporting and training support.
II MAJOR RESPONSIBILITIES:
- Supervises daily financial accounting operations and ensures compliance with FFM, STW and standard policies and procedures.
- Ensures that cashiering functions meets the needs of the projects and customers including timely release of payroll
- Review Card Form to ensures good sources and supporting document for all financial transactions including compliance to purchasing, construction and other STW guidelines
- Reviews and approve all accounting entries including analysis of inter-office settlement advice prior to encoding to SS.
- Oversees effective cash control and management, determines cash position as of cut-off date
- Consolidates cash needs from Project Managers, Review Monthly Cash Request and submit to Operation Manager and ensure to submit to National Office on time.
- Supervises transfer of funds from National Office or Bank, Reviews and approves Daily Cash Count Sheet
- Reviews bank reconciliation statement for accuracy and ensure the reconciling items are cleared on time.
- Prepare project core financial report in monthly and submit to National Office with variance explanation in quarterly.
- Prepare Donor requirement report (in quarter) to submit to National Office on time.
- Prepare and review operations financial report bacekage, Aging, bank & cash reconcile, IA209, and detail other BS accounts in monthly.
- Review all department reports and other detail report of BS accounts. Review all reports with OM and bring issue and seek for support from
- Checks accuracy of the monthly financial report and project budgets in agreement with the latest Project Budget Actual System Reconciliation (PBASc).
- Receives instructions or guidelines on annual budgeting process, Provides orientation to Operations and Project Managers on budgeting guidelines.
- Oversees or performs budget forms for each project, encoding of annual budgets for each project
- Supports Project Managers in budget mid-year review process, including analysis of budget over (under) spending
- Oversees of consolidates revised MYR budget for each project, adjustment of the revised MYR budget into the database
- Coordinates with National Office Finance for any changes in budgets (additions or reductions) and information from donor/support offices
- Supervises the efficient running of the SS procedures in the Operation as defined by the SS Manual of procedures.
- Supervises the preparation of monthly area office and project financial report package, including the reconciliation of the following account schedules (Trial Balance, Income Statement, Balance Sheet, Project Budget Analysis, Accounts 150/155/180/190, Accounts 200/220/230/250, Accounts 310, Capital Expenditures).
- Supervises compliance of all project financial reporting requirement from PO, support offices or donors.
- Performs year-end closing procedures as directed by the National Office Finance including accruals, carry forward, budget reconciliation, cash count, etc.
- Understand WVC’s Mission Statement and agrees to its Core Value. Internalizes and implement the mandates of the Country Strategy
- Identifies the training needs of Operation Finance staff and ensures that appropriate training programs are carried out. Monitors progress and motivates staff to carry out staff development plan, Identifies and trains second liner staff of the Operation Finance
Jobs Requirement
- University Degree in Accounting or Finance
- At least 2 years experiences on supervisory role in accounting or auditing
- Thorough knowledge of MS Excel, MS Word and computerized accounting systems i.e., Sun System
- Sound technical knowledge in accounting, systems, policies and procedures
- Ability to work with the team, namely Operations, Project Managers and other Staff
- Ability to communicate in English language both verbally and in writing to a satisfactory level
