Job Description

Our Cambodia Office is seeking for one (01) qualified Cambodian national to fill vacant position of Monitoring and Evaluation Officer for Orphan and Vulnerable Children sub program in HIV and AIDS Program based in Phnom Penh.

Based salary: $400 plus competitive benefits

I. THE PURPOSE OF THE POSITION

To assist OVC Program in planning and implementation, developing the effectiveness and high technical quality standard of OVC Program design, planning, implementation, monitoring and evaluation in OVC projects targeted areas to achieve the OVC projects outcomes. Ensure the assessment and analysis the quality and availability of the OVC program‘s monitoring and evaluation data based management and providing technical assistance to targeted areas of the OVC projects implementation, ongoing monitoring, reviews and evaluation, annual planning and reporting of OVC project activities in a way that reflects World Vision Philosophy, Core Values and National and Secondary Strategic Framework with integrity according to the WV Ministry Standards.

II. KEY RESPONSIBILITIES

1. Technical quality expected: Lead the development and implementation of a Monitoring and Evaluation plan and play role as technical focal person of the project to ensure high technical standards; keep up to date model, approach, strategies, training material and Refresher for Project Staff and community groups to update technical information.
2. M&E expected: Be responsible for developing and maintaining a comprehensive database for the project by leading the project team in planning, design, assessments, surveys, reporting, tools developing and to conduct regular project monitoring tasks ensured the quality and the progress of the project produced and the challenges and lessons to be shared and learned
3. Strategic development: To facilitate information processing and dissemination on project results, provide technical expertise and input in the development of model, strategy and approach for community groups created the sustainable mechanism and structure to address HIV/AIDS issues and child vulnerability.
4. Representative Objective: To build and maintain network and partnership with relevant partners including government departments, UN agency, International and local NGOs in HIV/AIDS sectors, and other private sectors assured the coordination, collaboration and the effectiveness of the project implementation.

Jobs Requirement

- Strong commitment to World Vision’s vision, mission and core values.
- Bachelor degree in anyone of the following disciplines: Psychology, community Development, Anthropology, Sociology
- Strong experiences is desired
- Good interpersonal, communication and facilitation skills
- knowledge of convention of the right of the children essential
- Knowledge of children and adolescent health issue and advantage
- Experiences of integrated HIV/AIDS into community development and demonstrate experience in Income Generation Activities and VisionFund (Cambodia) provision to assist family income.
