Job Description

Our Cambodia Office is seeking for one (01) qualified Cambodian national to fill vacant position of Program Officer for Program Quality and LEAP (PQL), Resources Acquisition and Information Management (RAIM) unit based in National Officer, Phnom Penh.

Based salary: $500 plus competitive benefits

I. THE PURPOSE OF THE POSITION

To ensure appropriate and adequate resources and quality programming (Design, Monitoring, and Evaluation (DME)) for the projects and programs for an assigned portfolio

II. MAIN RESPONSIBILITIES
A.Assist and support sectoral project/program managers with project/program design process to meet the needs of community, align with WVC National and Secondary Strategies, and comply with WVC DME standards and donor requirements.
B.Review, finalize, and submit project concept paper/proposal and follow up with SO/donors for funding.
C.Assist in developing, analyzing and tracking funding opportunities for funding discussion and decision-making.
D.To ensure quality of program/project documentation, especially reports by reviewing for completeness, accuracy, timeliness and credibility before submission to donor.
E.Monitor funding status for each project/program to identify possible funding gap and growth and to ensure smooth transition from one funding phase or grant to the next.
F.Respond to SO and donors on general queries regarding project information for quality programming, secured funding, and continuous partnership.
G.Assist in building the capacity of program team in order to improve the capability of program designing, monitoring and reporting.
H.Actively involve in discussion, learning, sharing and reflection for the organization on LEAP related topics to improve practices.
I.Regularly visit project in order to keep up to date with situation in the field, discuss new ideas, and learn from what is happening.

Jobs Requirement

- Bachelor degree in relevant discipline such as development studies, education, health, economics, management, or agriculture
- Demonstrated knowledge of programming, funding, and financial management standards
- Demonstrated knowledge of development theory, sectoral programs, transformational development, area based development models, approaches and issues
- Strong analytical skill and problem solving abilities
- Strong Interpersonal communication skills
- Strong spoken and written English ability
- Computer literacy, especially in Microsoft Word and Excel
- At least 1 ? years experience in assisting in developing project / program design
- At least 1 years experience in assisting in writing proposals
- At least 1 ? years working in a donor relations position (that involved understanding donor’s priorities, requirements and standards, and presenting the organization to donors in a professional manner in person and in writing)
- At least 1 years experience working in a multinational environment
- Ability to work closely and supportively within team
- Ability to handle multiple priorities and tasks
